In my very considerable experience of basements there are two types - damp and flooded.
You can solve flooding by putting in a sump hole and a submersible pump that automatically kicks in whenever the water rises above a certain level. The problem will come back after a few years when the pump stops working or an electrician disconnects it by mistake or the fuse blows and nobody notices.
If everything worked forever and everybody did what they said they would do I could work a five hour week.
If it is really damp then you need the basement to be tanked - whatever that means. Whether it works I have no idea - I have always solved the problem by selling it to somebody else.
If it is slightly damp you can buy a de-humidifier like the one in the corner of my office that sits there either full of water or turned off. But having a de-humidifier in the corner definitely makes the office feel dryer.
