Official Receiver

In England, Wales and Northern Ireland, the Official Receiver is a Government employee and he takes charge when no private sector insolvency practitioner is appointed (invariably because there is no money to pay the fees of the latter)

In Scotland the consensus amongst a group of very expensive lawyers I consulted recently is that "it is probably the Queen but we are not sure how it works". Fortunately, in the end we didn't need to bother Her Majesty.
