In the mid 1980s I owned a large piece of land which had a nice fence round it but was vacant. I was approached by a man who had, apparently, exclusive rights to a process developed in South Africa to recycle tyres. Over 30 years have passed since then and it has only just occurred to me that this was a actually a joke in extremely bad taste - see necklacing
After a few months I had a deal going though to sell out a large number of sites, including this one so I did not want to rock the boat by asking unnecessary questions but the number of tyres seemed to be growing and growing.
Yes, he was allowing people to dump tyres in return for money and there was no process - it was a scam.
