This is the inside of a warehouse I own in Sunderland. I bought it in about 1985 and it was let to Corning Glass for almost 25 years but when they left things went from bad to worse. It was badly vandalised, the roof stripped of metal and then to cap it all, over the course of a few days, a group of criminals dumped 660 tons of processed waste in it. In other words, waste which has had everything of value removed and is ready to be dumped in a land fill
Nobody wanted to move it and estimates were in the region of £150,000 to £200,000. The Environmental Agency were all over the site and us but soon realised we were the victims rather than the guilty parties. The latter were all rounded up and face serious criminal charges (one of them is now in prison - rot in Hell, bastard)
We eventually solved the problem for a bit under £100,000 - Philip camped out at the site and got is all moved in careful liaison with the Environmental Agency
The Environmental Agency tends to be staffed by ex-policemen who take this kind of thing very seriously
The responsibility for disposal lies with the owner (or leaseholder if tenanted).
Disposal is very strictly controlled - you have to account for where every ounce went with photos and extensive documentaton
You cannot solve the problem by selling the site for a knock down figure to a third party. If the third party does not clear the waste strictly in accordance with regulations, the Environmental Agency will then look to you to do the work. But after you have done the work, the third party still owns the site and you have been screwed twice! Do the sums.
